Please make sure that you’re running Window 7 Professional or higher and its a 64-bit version
Firstly you need to implement steps given in the following article:

Once you have modified the config file, you need to take care of the following and ensure that they should be installed as there are many times when clicking the Install Software Prerequisites option doesn’t work on Windows 7 hence you manually need to take care of the following steps:
SetupFolder\PrerequisiteInstallerFiles\FilterPack\FilterPack.msi
Then Ensure that the following Windows 7 features are turned on (in both of the following images):-
Don’t forget to restart the machine after all this, since this environment is for the development mode just install the SharePoint in the Standalone default mode.
